Why is investment so low?

Why is investment so Low? Could it be the 'rich love their money'? Or, as formulated by Thomas Picketty r > g  (for 'the rate of return on capital tends to exceed the rate of economic growth'). Some people with money are saving money because they may live a long long time and need it, or want to give it to offspring that otherwise wont have enough to live a long time comfortably. Meanwhile, Berkshire Hathaway conglomerate struggles as it looks to spend its growing ($128B) cash pile.What was the question? Why is investment so low? I dont know but the global economy is in a synchronized slowdown and IMF is downgrading growth for 2019 to 3 percent, its slowest pace since the global financial crisis.
